Fly tipping on emergency access track

A large amount of fly tipped furniture etc (including a toilet!) is on the emergency access track from Clay Lane Burpham to the A3 Southbound. I first noticed this in February and it seems that there has been further fly tipping since the initial crime. This has been reported through FixMyStreet but no action taken. Not only does this give an unsightly view of Guildford for people coming into the town from Clay Lane or from the A3, it could also have a serious outcome if emergency vehicles could not get through if needed. The gate at the top of the track is not locked. Surely a better gate or a system of bollards could be put in place to deter fly tippers, while maintaining access for emergency vehicles. Thanks.
