Repairs to the road being carried out during the night without a night permit thus disturbing the residents

The residents are feed up with the amount of night work being carried out at this junction at night. We get woken up with grinders cutting up sections of road and breakers digging up the patch to repair. Can these repairs take place during the day as they seem to be only around for an hour or so before moving on.
