Ageing fencing is no longer stock proof

The ageing fencing along this stretch of field is no longer deemed to be stock proof. We will be utilising this field in the coming month for the grazing of cattle. I don't consider this fencing to be adequate to detain cattle and prevent them straying into the carriageway.
I am led to believe that it is the responsibility of Highways England to adequately fence stock from the network and given that this field was split and partially acquired to build the highway is their responsibility.
