Fence panels on the Motorway have been damaged

The fence panels appear to have been severely damaged adjacent to the M6 Motorway, near to the bridge over Moss Lane, Leyland.
We visited the site on 6 September 2020.

Hi,
I have spoken to South Ribble Borough Council who advise me that the structural maintenance of the tunnel is by the Highways Agency.
The tiling on the tunnel is in serious disrepair in parts. South Ribble advise they can only remove the graffiti.
Can the tiles be repaired or covered / painted in some way to make the area more attractive/inviting to pedestrians and other users?
