Appalling maintenance on Carkeel Roundabout

I wonder if you could help/point me in the right direction. I have recently moved to Saltash to be with my partner. I currently have the advantage of seeing the town with 'fresh eyes', and yet the more I see the more disappointed I am with the gateway town to Cornwall. It should have so much to celebrate what it currently has.
I understand most people pass through to get to their holiday destination, and so the biggest frustration I have is with Carkeel roundabout - for the first junction in Cornwall it is a disgrace.
I'm trying to understand if nobody can offer any inspiration for the roundabout, then why at the very least can't it be kept well mowed, rather than the weeds, rubbish and gorse left to gather?
