Sent to Highways England less than a minute later

Sites where panel noise barriers are being installed. In this case ~ 1 mile East of J5 M27 West bound side. I observed as passing the work site large panels suspended from a crawler excavator boom swinging wildly, with an operative stood on the top rung of an unsupported step ladder reaching above his head trying to 'catch' and control them to insert the panels into the vertical support framing girders. The step ladder was not tall enough, unsupported and the worker had only his feet as contact with it risking a serious fall from height/injury/death.
