Redirected Traffic sent the wrong way by Diversion signs

Sent to Highways England less than a minute later
Yesterday evening (Friday 16th October 2100 hrs and onwards) there was a line of stationary traffic building up on the B2144 through Shopwyke due to the road works being carried out by Highways England along the A27. The Oving Rd/A27 traffic light junction and those of the Bognor Roundabout and Whyke Roundabout had all been closed off, but traffic was being diverted erroneously back to the Oving Rd/A27 junction by temporary diversion sign posts somewhere in the Tangmere/A27 area (reported to us by a number of the motorists). This situation continued beyond 2300hrs. Local Police were informed due to the aggressive behaviour displayed by some motorists towards Highways England workers at the Junction and also between motorists who were attempting to perform U-turns along the narrow residential section of the B2144. No "uniformed" agency was present to help prevent the chaos, and it appeared that neither regular bus service providers nor emergency services were made aware of the junction closure (2 ambulance, 4 police vehicles and 2 StageCoach buses were turned back from the junction - 1 ambulance with blue flashing lights was allowed through).
I received a polite telephone call from Highways England staff today to apologise for the inconvenience caused by the traffic problem and to confirm that these particular road closures have now ended. The diversion signs that had been placed at the Tangmere/A27 junction were reported to have been correctly set up - suggesting "driver error"?
