A pile of what looks like mainly car parts including one large commercial vehicle tyre.Presumably crash debris. It also includes a traffic cone which is clearly visible to mark the spot. Large enough of a pile to be an issue,paticularly as it's right on the road edge, but nothing one man couldn't systematically load up [although the tyre could be a struggle] ADDITIONAL FOOTNOTE -there's another large,blown commercial vehicle tyre under the Wilbraham Road bridge you have to pass under just before you get to it [same side of road] It's been placed behind one of the large concrete stanchions so isn't immediately visible when approaching.
