Crash barriers restricting visibility

The crash barriers are too high, so they are severely restricting visibility when joining this road which carries a very high volume of fast moving traffic. The visibility splays are not sufficient to allow safe access and it will not be long before there is a serious accident. Do you only take action after fatalities ?
