Barriers both sides of M40 sliproads left open/damaged

There are 2 barriers on the M40 slip roads that are left open all the time. They are there to prevent traffic coming off the M40 into Fulmer Village and to prevent horses or livestock from the village getting onto M40. In December 9 ponies escaped and took 4 hours to contain safely. The village needs the barriers closed to help reduce crime. The Parish Council have said report this issue on here.
