Litter never cleared

Shocking amount of litter M20/A249/M2. Never cleared. Just gets worse. Can someone at the Highways Agency do something. I see it’s been reported several times but no action

Thank you for contacting Highways England about litter on the M20, A249 & M2.
We carry out a weekly safety inspection of the M2 and areas of litter are noted for future collection works according to Highways England’s code of practice. Definitions of grades of cleanliness are detailed within section 7.
For those sections of the network that score a Grade C, we have a period of 28 days to rectify and return it to an acceptable condition. Should any sections be scored as a Grade D, this period is a duration of 7 days. I can confirm that several litter collection jobs have been instructed on these routes, and these will be completed as soon as it is safe to do so. This work is, however, subject to access constraints: for mandatory health and safety reasons it is often necessary for the work to be carried out under slip road or lane closures, to provide a safe working area for our workforce, and we therefore schedule the work into our planned cyclical maintenance programme.
In addition to our usual litter clearance activities, we are working with various bodies and anti-litter organisations, including Keep Britain Tidy and Campaign to Protect Rural England, to tackle the problem at source and make littering socially unacceptable. Influencing this change in littering behaviour will take time, but by raising awareness through national and regional anti-litter campaigns, as well as supporting our Local Authority partners with local initiatives, we are proactively working towards a safer, cleaner and tidier network.
