Lights constantly cycling though signal

The traffic lights are cycling through the signals program constantly as if cars are present either side of the carriageway. This often happens after driving westerly rain. Maybe water ingress into one of the sensors or control system??

Thank you for contacting Highways England about the traffic lights at this location.
We're aware of this issue with the traffic lights, it's related to our resurfacing scheme in the area, where sensors from within the road surface that are linked to the traffic lights have been removed whilst the resurfacing was being done.
We're planning to install new sensors between now and the end of this month - barring any unforeseen delays.
