Litter strewn along A12 causing environmental hazard

I drove from Suffolk to Hants on 13th March. I am writing to let you know how appalled I was with the amount of litter that was along the whole length of the A12 in most parts of Essex. I also noticed a large number of dead creatures, including badgers,deer and foxes. I suspect some of these deaths are Caused by these animals scavenging on the litter. I was particularly alarmed that this amount of rubbish stretched for most of my journey through Essex and wonder if they are as an authority more lapse than others. This as a traveller does appear to be the case. I am hoping if they can be made to take more care of the road verges.
I suspect that litter is still a problem on A12, but have not travelled there since. I would have been more satisfied with some explanation or action plan rather than your prompt reply telling me it was not your responsibility. Not knowing where I was, the litter was the full length of Essex, I would not know who to contact. I hope you work in liaison with the responsible councils.
