Sent to Highways England less than a minute later

You are in breach of your statutory duty under the Environmental Protection Act 1990 (EPA) for failing to keep the highway clear of litter. You have 28 days to clear it as per the Litter Code of Practice (COP), failing which I shall make an application to the Magistrates Court under the EPA to force you to comply with your statutory duty.
