Litter everywhere

Entire stretch of the M42 is covered in litter. Why is this not kept on top of ? Can you not see it or do you have very low standards? Not a single metre roadside clear of litter. Disgrace.

Thank you for your patience whilst we completed the repairs in relation to your report.
I’m sorry for the issues you’re having with the litter while you’re travelling to work and I understand your frustration with this. Under Section 89 of the Environmental Protection Act 1990, Highways England are responsible for the management of litter on all England’s motorways and a small number of trunk roads. Local Authorities (Duty Bodies or Litter Authorities as identified in the Code of Practice on Litter and Refuse) are responsible for litter on all other roads, including most trunk roads on our network.
Litter picking is a short term, retrospective solution, which would be significantly reduced if litter was not dropped. We are committed to working to address the root cause, which requires changing the behaviour of those who currently feel that it is acceptable to drop litter. We work with anti-litter organisations (such as Keep Britain Tidy), the police, and local authorities to try to tackle these issues at source. In the short term, our litter picking is carefully planned, along with all of our maintenance, to try to minimise the impact it has on road users and ensure that it is cost effective to the public. Picks often require traffic management measures, which are both costly and disruptive. To help reduce the need for these measures, we usually combine our litter picks with other maintenance work.
We will be continuing to look for opportunities to schedule picks along the M42, as our schedule of maintenance and safety critical works allow. I am sorry that I’m not able to give you a date for this work at this time. We will be continuing to monitor this situation as part of our routine inspections.
