Strimming discarded waste practce.

After observing a contractor strimming the grasses and vegetation in this area I'd like to know why the discarded waste ie litter wasn't picked from it prior to strimming? I ask because now the litter has now been shredded and dispersed further into the highway and natural environment. I have seen this practice a few times in the last couple of weeks and whilst I have only been able to report this as a low priority issue, waste leakage into the environment - particularly plastics and microplastics leakage - is a priority issue and I'd hope Highways can remedy this poor practice.
Thank you for contacting Highways England regarding litter and strimming.
The responsibility for this issue, on this road, is that of Surrey County Council or Waverly Borough Council
Could we please ask that you contact them to resolve.
