Thank you for your patience whilst we looked into your report. We aim to keep our roads clean and tidy in accordance with our legislative responsibility under the Environmental Protection Act 1990. Littering is a societal problem and it’s recognised that more needs to be done to combat the problem of littering by changing the behaviour of those who currently feel that it is acceptable to drop litter. Defra have produced their own Litter Strategy for England and we are contributing to that strategy. Our overall approach to litter on our network is set out in Highways England's Litter Strategy. Our strategy outlines strategic goals and initiatives supporting our vision of a network predominantly free from litter, without compromising safety and delivered affordably. Our litter picking is carefully planned, along with all of our maintenance, to try to minimise the impact it has on road users and ensure that it is cost effective to the public. Picks often require traffic management measures, which are both costly and disruptive. To help reduce the need for these measures, we usually combine our litter picks with other maintenance work. We will be continuing to look for opportunities to schedule picks along the M54, as our schedule of maintenance and safety critical works allow. I am sorry that I’m not able to give you a date for this work at this time. We will be continuing to monitor this situation as part of our routine inspections.
